Update 12-2-11 - On Thursday, December 1, 2011, City Council adopted the new Chapter 10, Building-related Codes, that consolidates all of the administrative chapters of the 8 building-related codes into one chapter, consolidates the 4 appellate boards into one balanced appeals and advisory board, and adopts the following building-related codes with local amendments:
• 2012 InternationalBuildingCode, IBC
• 2012 International Existing Building Code, IEBC
• 2012 International Residential Code, IRC
• 2012 International Mechanical Code, IMC
• 2012 International Plumbing Code, IPC
• 2012 International Fuel Gas Code, IFGC
• 2009 International Energy Conservation Code, IECC
• 2011 National Electrical Code, NEC
In addition, City Council adopted the 2012 International Fire Code (IFC) with local amendments in Chapter 11. This code was coordinated with the aforementioned codes. New Chapter 10 and amended Chapter 11 will have an effective date of March 1, 2012.

The International Fire Code Draft Amendments - (earlier drafts available below)
Attached are the proposed amendments to the 2012 International Fire Code that will amend Chapter 11- Fire Prevention Code. The Fire Marshal’s Office wanted to present the following proposed amendments to your organizations once Drafts are complete as the appellate board will soon be conducting their review process.

Over time, these goals will likely change. Then, the community must again review where they have been, how they got there, what has changed since their last planning effort and where they want to go next. Dear West/Southwest Sector Members,
Planning Commission considered the West/Southwest Sector Plan yesterday, April 13th, and recommended the Plan for approval by the City Council that it be adopted as a component to the City’s Comprehensive Master Plan. The Commission further recommended that City Council consider incorporating incentives into the West/Southwest Sector Plan that encourage pedestrian oriented developments.
We will be presenting the Sector Plan to City Council for their consideration next Thursday, April 21st, at 2 p.m., in the City Council Chambers at the Municipal Plaza Building, 114 W Commerce.

If you have any comments regarding the West/Southwest Sector Plan document please submit them to me before the end of the day on Monday, April 4th. The Municipal Code website is now updated through Supplement 10 which includes all the UDC amendments adopted in 2010 including the 2010 update program adopted November 18, 2010. The Municode online is available at http://www.municode.com/Resources/gateway.asp?pid=14228&sid=43 If you have the subscription service for paper copies, please be aware Supplement 10 has been shipped from Florida via ground and should be arriving shortly.

The ordinance approving the UDC changes is available online at http://www.sanantonio.gov/dsd/pdf/2010biennialupdate11-18-10.pdf and took effect on January 1, 2011 (note this file is 310 pages). The City Clerk's Office forwarded the ordinance to Municode in Florida and Municode has confirmed receipt of the ordinance for publication in future Supplement 10, which will also include the UDC changes approved earlier in 2010 including MSAO ordinance, the Historic Preservation ordinance, the Floodplain/D-FIRM ordinance and the Airport Zoning District. These individual amendments, as well as RIDs and other training materials can be viewed online at http://www.sanantonio.gov/dsd/udc.asp

COSA Matrix
The City of San Antonio (COSA) is moving forward a proposal (see COSA Matrix) to add initiatives to the State’s Legislative agenda. This draft proposal is scheduled to go to City Council for approval on Thursday, October 14. Within it is a recommendation (in some measure) for sales price disclosure to be made mandatory. SABOR supports increased efforts to implement and enact appraisal reform rather than mandatory sales price disclosure which can lead to a means to implement another sales tax on homeowners. The SAMPC and Building Standards Board items are scheduled to be presented to the full City Council on Thursday, May 5th. SABOR will be in attendance.
Revisions to the International Property Maintenance Code (IPMC) are in its final stages, but your input is needed. Please plan to attend one of the two public hearings that are scheduled to occur this month. Please review the latest draft revisions and come prepared to give your input before final changes are confirmed.
City holds public meetings to discuss proposed amendments to International Property Maintenance Code:
Two public meetings will be held for citizens to review and provide public comment on the proposed local amendments to the International Property Maintenance Code. The meetings will be held from 7:00 p.m. to 8:00 p.m. on Tuesday, January 18 at the Fire Training Academy – Auditorium (Room 146), 300 S. Callaghan and Thursday, January 20 at the Northeast Service Center – Community Meeting Room, 10303 Toolyard.
The proposed amendments were recommended by the Code Review Task Force (CRTF) which was composed of City staff, residents and trade organizations. They will help to strengthen and clarify existing minimum property maintenance requirements intended to ensure the public health, safety and welfare of our community.
Examples of proposed amendments include requiring electrical and heating facilities in homes, requiring four-foot enclosures around swimming pools and hot tubs and fence maintenance requirements. In addition, the proposed amendments call for greater transparency to include clearly stated exceptions, a requirement that the City post all code interpretations on the internet, and the establishment of a minimum 10 day compliance timeline for property owners/tenants.

Digital Signs
SABOR participated as a stakeholder in this process, especially in relation to digital signs in a proximity to residential neighborhoods. The final draft ordinance which was posted here previously was reviewed, digital sign company representatives did weigh in affirmatively and now the proposed ordinance has been adopted by city council.
